You can't get something for nothing in physics or chemistry.
You have to produce the hydrogen....unless we are getting it from the sun....
The burning by product is water...but isn't water vapor a greenhouse gas?

It uses water in the reaction, but water is produced and reused. Nice way to reduce fossil fuel usage.

That's a science class trick, but it's too expensive for commercial production of hydrogen. And it wouldn't make sense to use electricity to make hydrogen to make electricity.
Industrial production of hydrogen consists of steam reforming of methane (the predominant component of natural gas). Or, as their hydrogen supplier (Air Products) says in their press release about the Toyota hydrogen fuel cell, "sourced through the purchase of landfill generated renewable bio-gas." Guess that $64 line of verbiage sounds more politically correct to California ears than "methane."
Steam reforming of methane creates carbon dioxide... so Toyota gets to say they don't create carbon dioxide while shifting the carbon dioxide off to their supplier.

You pass large quantities of electricity through water. You generate hydrogen and oxygen. Keep them apart or they will explode back into water and produce a lot of energy. Do this mixing slowly to recover the energy to run your vehicle. Have to have solar panels to provide the initial electricity or a very long cord. They produce more water when the hydrogen and oxygen combine and produce the energy. Reuse this water by passing large quantities of electricity through it as in step #1.
Perpetual motion as long as the solar cell keeps producing enough electricity. Don't travel at night or during cloudy weather.
